It should be clear to most most people that a small retail bakery with 6 employees is much different than one with 49 employees.  – and different again from a self-employed plumber who has incorporated his plumbing business and employs himself and his daughter to do all the work.

Yet each of these is a “small business” and neither academics nor government agencies seem to get it.

In fact the US Census Bureau considers a company with 499 employees a small business. In British Columbia, Canada our provincial statistical service (BC Stats) defines a large business as having 50 or more employees. They appear to get it.
